The WELS Portal is a secure online option for you to maintain information about your site for Miami-Dade County’s Quality Rating and Improvement System(QRIS), Quality Counts (QC). The Portal is linked to WELS (Web-based Early Learning System), a web-based data management system that is used by the Early Learning Coalition of Miami-Dade/Monroe and Quality Counts partners to maintain secure data, ratings, and quality improvements for providers participating in the program.

Quality Counts is a quality rating improvement system designed and funded by The Children's Trust in partnership with the Early Learning Coalition of Miami-Dade/Monroe and the Early Childhood Intiative Foundation/Ready Schools Miami. It is administered in collaboration with Florida International University, the University of Miami Mailman Center, Devereux Florida, Family Central Inc.,the Children's Forum and the United Way Center for Excellence.
