Evelio Torres Evelio C. Torres, M.P.A.,
President & CEO

Evelio C. Torres serves as the president and chief executive officer of the Early Learning Coalition of Miami-Dade and Monroe Counties in Florida. Prior to joining the Early Learning Coalition, Mr. Torres served as senior vice president for Kids Hope United, a private, not-for-profit human services agency based in Chicago, Illinois.  While there, Mr. Torres established services for the agency’s newest market in Miami-Dade County.  Under Mr. Torres’ leadership, the agency maintained a leading market position in performance and accountability.  Prior to joining Kids Hope United, Mr. Torres spent 20 years in state government in a number of leadership positions.  Mr. Torres’ experience includes providing leadership in government and non-profit programs, media/community relations, quality/performance improvement and accountability, budget management, and regulatory administration.

Mr. Torres’ community involvement includes serving on the board of directors of The Children’s Trust, Miami-Dade Community-Based Care Alliance, Florida Association of Early Learning Coalitions, and Family Learning Partnership. He also serves as the vice-chair on the board of directors of the Alliance for Human Services.  Mr. Torres’ community involvement also includes supporting several charities through his work as a member of the Knights of Columbus, Coral Gables Council, and 5000 Role Models of Excellence. Mr. Torres holds a Master of Public Administration degree from Florida International University (FIU) and has been teaching public administration and public relations as an adjunct instructor at FIU for the past five years.

 

Angelo Parrino Angelo Parrino,
Senior Director of Administration and Finance

Angelo Parrino is the senior director of administration and finance for the Early Learning Coalition of Miami-Dade/Monroe, responsible for providing oversight of all administrative functions. Parrino has more than 30 years of experience in the public and private sectors. Prior to joining the Coalition, Parrino served in a variety of capacities for the State of Florida Department of Children & Families, including director of fiscal, administrative and support services, providing direction and leadership to 110 employees with an annual operating budget of $350 million. In addition, he held various positions at the Hillsborough County Board of County Commissioners in Tampa, Fla., including director of the Community Health and Human Services Department and manager of medical services for the Department of Public Assistance. Parrino received a Bachelor of Arts in Sociology from the University of South Florida in Tampa.

Tabatha Cullen Tabatha Cullen, M.A., J.D.,
Senior Director of Communications and Community Affairs

Tabatha Cullen is the senior director of communications and community affairs for the Early Learning Coalition of Miami-Dade/Monroe. Prior to joining the Coalition in April 2007, Cullen served as the manager of community affairs and business development for Homestead-Miami Speedway, where she raised more than $500,000 as the primary liaison between The NASCAR Foundation and Baptist Health’s Homestead Hospital, as well as managed overall business development and community affairs. In addition, Cullen served as a consultant for the University of Texas M.D. Anderson Cancer Institute Outreach Center in Smithville, Texas. Among others, Cullen is a member of the Greater Miami Chamber of Commerce, Homestead/Florida City Chamber of Commerce, Kiwanis Club of South Dade, and Academy of Hospitality and Tourism. Cullen received her Bachelor of Arts and Master of English Literature from Stetson University in DeLand, Fla., as well as her Juris Doctor from The John Marshall Law School in Chicago.

Blythe Keeler Robinson Blythe Keeler Robinson, J.D.,
Senior Director of Programs

Blythe Keeler Robinson is the senior director of programs for the Early Learning Coalition of Miami-Dade/Monroe, overseeing programs that provide innovative and affordable pre-kindergarten and early learning opportunities for children. Prior to joining the Coalition, Robinson devoted nearly 10 years as the vice president of strategic planning and implementation for Reading Is Fundamental (RIF), the oldest and largest nonprofit literacy organization in the United States, where she led the organization in program outreach and growth and oversaw the implementation of many key initiatives, including the Multicultural Literacy Campaign, a national effort to promote and support early childhood literacy in targeted communities. Prior to joining RIF, Robinson worked with the Pre-College Programs in Undergraduate Studies/Upward Bound at the University of Maryland, College Park. Robinson received a Bachelor of Arts in Government and Politics from the University of Maryland, College Park. She also achieved a Juris Doctor from the Georgetown University Law Center, where she taught law to families living in homeless shelters through the Street Law Clinical Program and conducted research with the Children’s Law Center.
